Regulating Ohio’s Casinos:
Front-of-House, Back-of-House, and Everything in-Between
Patrick Martin, Director of Regulatory Compliance, Ohio Casino Control Commission
5:00pm - 5:30pm: Registration
5:30pm - 6:30pm: Presentation
6:30pm - 8:00pm: Networking and Appetizers
Casinos are more highly regulated than most other businesses. This presentation will discuss why that is, will discuss state approaches regulations, and will discuss the front-of-house and back-of-house controls and auditing that are required to keep Ohio’s casinos operating with high integrity. The presentation will discuss the involvement of casino-specific information systems, including slot data systems, table operations, security systems, surveillance, and compliance software.
Patrick Martin came to the Commission from Kansas, where he served as Chief Counsel and Interim Executive Director of the Kansas Racing and Gaming Commission, the agency tasked with ensuring the integrity of gambling in Kansas. While there, he helped ready the agency following the passage of Kansas’ casino expansion law and organized the selection process for casino managers. Now in Ohio, Martin is in charge of the Commission’s Division of Regulatory Compliance, which ensures that licensees comply with all pertinent state laws and regulations, as well as each casino’s internal control system. He attended the University of Kansas, receiving his bachelor’s degree as well as his law degree.
