What risks are created, and in what life cycle phase? What do auditors need to know as they embark on developing a risk-based audit plan for a transfer payment program?
Lana Doxtator, CPA, CA is a management consultant with over 25 years of experience leading and conducting assignments for many federal government departments and several international organizations, including UN agencies headquartered in New York and Geneva. Lana has provided guidance to program managers and conducted reviews, audits and evaluations for more than twenty transfer payment programs across the federal government. She has also provided support to transfer payment program managers, including: the conduct of program and project level risk assessments; development of performance, audit, risk, monitoring and other management frameworks; development of financial and performance reporting templates; development of recipient audit guidelines; development of management action plans in response to audit recommendations; and development of service standards.
