Description:

The Sampling portion of the course will cover different methods of random sampling (simple, stratified, dollar unit) and judgmental sampling (stop/go, quota, judgmental), how to calculate sample size and adjust for population size and resource constraints.  This experience has provided a unique opportunity to understand how the needs of the Auditor can be addressed through the appropriate use of statistical sampling techniques. Since 2003, Don has developed and taught seminars for Internal Auditors that specialize in various methods of random and judgmental sampling, the calculation of sample size and development of a strategic sampling approach that minimizes cost and maximizes information.

The Reporting portion of the course, to be presented by Matthew Oleniuk, will cover different ways to present audit information, including sampling results and audit findings, to ensure that senior management understands and acts on the results.

Speakers: Don Dickie and Matthew Oleniuk

Don Dickie is a recognized authority in Statistical Sampling and has consulted and trained Internal Auditors within the Federal Government of Canada as well as private sector companies.  Currently, Don is the Principal for StatisticalSampling.ca which provides training and consulting in Statistical Sampling for Internal Auditors and Data Analysis for Internal Auditors. Prior to entering the consulting field full time, Dr. Dickie held a variety of Senior Executive roles with one of Canada’s largest Crown Corporations, providing leadership in such areas as Internal Audit, Learning and Development, Corporate Measurement, and Project Implementation.  During his 25 plus years within the public sector, Don was considered the Corporate Authority on Measurement and Statistics. Don Dickie received his PhD from the University of Ottawa, his MSc and BSc (Kinesiology) also from the University of Ottawa and his BSc (Psychology) from the University of Toronto.  Don received his CIA and CCSA from the Institute of Internal Auditors in 2000.

Matthew Oleniuk spent the first half of his career living and working around the world, spending time in Ireland, the United Kingdom, New Zealand, Australia, and South Korea. Upon arriving in Ottawa, he stumbled into internal audit, where he’s since led projects both assessing and leading transformation with the Office of the Comptroller General, Immigration, Refugees, and Citizenship Canada (IRCC), Treasury Board Secretariat (TBS), and Innovation, Science, and Economic Development Canada (ISED). Transformation highlights of these roles include a series of audits of the agency-wide split of Passport Canada and transformed operations within IRCC; development of an integrated, government-wide model for the delivery of internal services at TBS; and major transformations of grants and contributions at ISED. Matthew joined ISED as Director of Internal Audit in June 2017.
